Rare Sterling Silver Frame

I picked up this odd looking Oregon 51 tag at an antique show recently. It looked
odd because of the frame color; it had a very odd toning that I hadn't seen before.
Also, all of the other Oregon 1951 tags I had seen were the large
clasp style. This tag also has a plain black date tab, where the regular
large clasp style has a black/red date tab. It took me a few days of looking at
the tag to finally notice the "STERLING" stamp on the end of the frame.
I haven't decided whether to polish the silver up or not??
